Local Reaction to Kansas Being in Top Sex Offender States

A new study lists Kansas as one of the top ten states with the most sex offenders in the nation. 

The ranking comes from a list of sex offenders compiled by ASecureLife.com -- and puts Kansas at number nine on the list.. With Arkansas at number two.. And Oklahoma at number 44.

Crawford County Sheriff Dan Peak:"I was surprised. I didn't anticipate that type of percentage across the state."

Data compiled by the National Center for Missing and Exploited Children found there to be ten thousand three hundred and seventy sex offenders in Kansas.. 356 offenders per 100-thousand residents..  in 2017

But, what does that mean for our local area? 

As of today in Crawford county, there's 99 sex offenders... that number is 49 in Bourbon county.. and 89 in Cherokee county.

Cherokee County Sheriff David Groves:"73 of those are what we consider active and 16 of those are inactive, which means they're incarcerated."

Why is Kansas so high on the list? Sheriff Peak was hesitant in speculating, but did have this to say.

Peak:"The state of Kansas takes registration seriously for these offenses, and I believe that the requirements probably have something to do with that."

Sheriff Peak also thinks this number could go up, as overcrowding in prisons continues to be an issue.

Peak:"I think more and more, we're gonna start seeing these offenders being required to register, more often than spending "x" number of years in jail."

Sheriff Groves agrees that prison overcrowding is a concern.. But says the state's rating on this survey can be somewhat deceiving because it doesn't show the whole picture. 

Groves:"We have offenders who live in Cherokee county, but work or go to school in Crawford county, so that person is registering in Cherokee county, and he is also registering in Crawford county. Depending on how they counted the number of offenders in Kansas, it's possible that it's inflated somewhat."

Officials for both counties say these numbers aren't a reason for residents to be concerned. 

Groves:"Our office staff, our patrol deputies, and our investigators are all very aware of who the registered offenders are in our county, and of the responsibility we have to inform the public and keep them safe."

When asked about numbers for 2017, sheriff Peak said Crawford county had 213 total offenders -- but that number includes violent and drug offenders, as well as sex offenders. 

Sheriff Groves was not able to get concrete numbers for 2017, but says the number stays pretty consistent year to year.

In the state of Kansas, there's no mandates that dictate where an offender can or can't live -- unless it's a condition of their supervision.
